Since the CMR project completion in October 2005, imports that have a value of AUD$1000 or below, now require a Self Assessed Clearance declaration to be completed.

We realise that you recieve a lot of phone calls from importers who are unsure of what to do to get their goods cleared and you usually refer them to Customs for more information. 

Due to the increase in the import entry threshold and also the removal of manual lodgements for low-value importers, there has been a dramatic increase in the number of importers who require a Customs clearance.

Also be aware, that although freight documents might state 'personal effects' or 'unaccompied luggage' this does not mean that the goods fall under the UPE status.  Many non-commerical importers bring in one off shipments, including internet purchases, books and general goods, that are not considered to be 'personal effects' by Customs.  If this is the case, these importers require a SAC declaration clearance completed.
